Discusses the Mitzvah of Matanos L’evyonim, and explores the essence of this obligation and discuss whether it is merely an obligation to perform the Mitzva of Tzedaka on Purim, or rather a special Simchas Purim obligation and therefore not subject to the standard Halachos of Tzedaka.  We will also discuss various halacha l’maase implications of this analysis.
