This sugya delves into the core of the Mitzvah of
Tzedakah. Since the definition of the Mitzvah is to give of one’s
money to the poor, does that mean that part of one’s money is automatically
earmarked for the poor, and that it must be given? If so, then one can be
forced to give of his money to Tzedakah (if it can be determined that he has
the money).
Although today we don’t force one to give, can one apply
pressure to give (i.e. a form of “peer-pressure forcing”)? Many common
practices today fall under this description – multiple requests, publicizing
donor names, marketing campaigns, etc. Can we then say that
according to this sugya, these methods of collecting money may even be
preferred or possibly even condoned by Halacha?
